Statement by Ms. Jennifer Kargbo, Deputy Executive Secretary at the fifth International Conference on Federalism. Mr. Janneh, on his remarks highlighted that, this year’s conference is special to us in Africa as it will show case the experiences of African countries with federalism and decentralization, which include Nigeria and Ethiopia with full-fledged federal constitutions, and others that practice some aspects of federalism. A fundamental condition everywhere in the world is that long-term economic growth and development is only sustainable when the entire population including local people are actively participating in the process of development and derive tangible benefits from their involvement. Successful decentralizations require, at a minimum, political commitment and leadership, adequate financial resources and technical and managerial capacity for planning, budgeting, implementation and monitoring in state and local governments and above all citizens’ capability to engage with the state.
