Remarks by Mr. Carlos Lopes United Nations Under-Secretary General and Executive Secretary of the UN Economic Commission for Africa Delivered by Fatima Denton (Ms) Officer in Charge, Special Initiative Division UN Economic Commission for Africa. Mr. Lopes on his remarks highlighted that, Africa is experiencing rapid economic growth and is well poised to further accelerate growth. At ECA, we are equally convinced that Africa must embark on its own transformation. This will mean changing the current face of agriculture in the continent; enabling Africa’s agriculture to adapt to the vagaries of climate change, allow new institutional frameworks to arise; and to gravitate towards scale economies using relevant technologies and skills. One of our main Divisions – the Regional Integration and Trade has a vibrant work programme on agriculture and rural transformation, precisely because we believe in sustainable transformation and development of the rural areas. the solutions for a transformational agenda lies in a strong confident private sector that operates in an enabling environment with supporting institutions and regulatory instruments and fiscal policies that promote stability and opportunities. The nature and quality of goods that are often part of the state’s prerogative are important state levers.
