Presentation by Carlos Lopes UN Under-Secretary-General and Executive Secretary of ECA at the 28 th Summit of the NEPAD Heads of State and Government Orientation Committee (HSGOC). Mr. Lopes, on his remarks highlighted that, development aid has had a momentous impact on Africa's growth and will continue to be a source of vital resources for Africa's economies. Up to 90 percent of Africa’s development programme budget is funded by our development partners. We agreed that "African finance must work for Africans" and that the African Development Fund, established by the African Development Bank, should perform a similar role to that performed in the past by EU financial organs in providing financing for the development of Spain, Ireland and Portugal. There is an enormous resource base for all these instruments to thrive in Africa, meet your expectations and their development objectives. The African Infrastructure Development Fund; develop a framework for an integrated Africa Bonds Market as well as the operational framework for securitizing remittances drawing on experiences from Africa.
