Statement by Carlos Lopes UN Under-Secretary-General and Executive Secretary of ECA at the APRM 10th anniversary colloquium. Mr. Lopes, on his remarks highlighted that, the key contributions this home grown governance mechanism has contributed to sustainable growth and development in the continent. APRM has consolidated Africa’s ownership of its development agenda. As late Prime Minister Meles who chaired the Forum of Heads of State until his untimely demise used to argue, APRM provides a strategic opportunity for African countries to create favorable environment for growth and development. APRM has contributed to growth and development in the continent is because of the emphasis it places on domestic accountability. The governance improvements brought about by APRM is contributing to incipient but positive changes in the relationship between State and society in Africa. APRM is contributing to a more informed and evidence based policymaking. Allow me to elaborate a bit more on this significant change. The APRM has generated a huge corpus of data to underpin national, regional and continental policy-making. The APRM country self-assessment process and the external validation by peers and the panel have led to the acceptance of common structural and systemic challenges that confront ALL African states and the need for a collective solutions among them.
