Launch of the High Level Panel Report on the Post 2015 Development Agenda Welcoming Remarks by Mr. Carlos Lopes UN Under-Secretary-General and Executive Secretary of ECA. Mr. Lopes, on his remarks highlighted that, As the MDGs are set to expire in less than two years, a flurry of activities has been ongoing at the global, regional, and national level, aimed at identifying what should be included in a development agenda in the post MDGs era. The High Level Panel Report, that is being launched today in Africa, is one important aspect of these multi-level activities. The importance of global partnerships is recognized. However, developed and developing countries have to play their own part. The makeup of the High Level Panel attests to the importance of this idea. The Report does an excellent job of capturing global priorities and key, overarching and cross cutting issues that should be included in the post 2015 agenda. But there is a need for a more bold agenda for Africa. The African Common Position also recognizes the importance of development enablers. These enablers include good governance, peace and security and industrialization, lay out what is necessary in order for Africa to achieve economic and social development outcomes.
