This is the first edition of the 'Directory of African Experts' published by the Pan-African Documentation and Information System (PADIS) as part of its PADIS CORE component, which is a computerized Personnel Common Register File concerning African specialists. This file has been designed mainly in collaboration with UNDP. This Directory comes as an important contribution to the implementation of the Buenos Aires Plan of Action adopted in 1978 by the United Nations Conference on Technical Co-operation among Developing Countries. The expansion of international relations and the increasing interdependence of nations, which characterizes the present historic new stage, keep the international community in a constant state of ferment and progress through which Technical Co-operation among Developing Countries (TCDC) has progressively become a key instrument of international co-operation for development. The bridge joining the countries and people of the Southern hemisphere, which is the symbol of TCDC, is a significant response of developing countries to the necessity of creating a New International Economic Order. Since the Buenos Aires Conference on TCDC, many governments, organizations and institutions of both developing and developed countries and the whole of the United Nations development system have become actively involved in the implementation of TCDC.
