Proposed programme budget for the biennium 1992-1993
This report is to be reviewed by the ECA Conference of Ministers at its twenty-fifth session this year and will in turn be reviewed by the General Assembly at its forty-fifth session. The recommendations of the team indicate a need for decentralization of ECA activities to the subregional level, and a need for greater co-ordination there with both UNOP and the specialized agencies. The review further calls for a significant increase in technical staffing both for the purpose of developing strategies aimed at subregional integration, and for rendering assistance to countries at the Subregional level. In this respect, the review also has connections with General Assembly resolution 44/211 entitled "Comprehensive triennial policy review of operational activities for development of the United Nations system" in which ECA might play a major supporting role in providing development information, Subregional assessments, and technical assistance upon request.
