Evaluation of hotel management contracts with transnational hotel management corporations

At the request of the Conference of African Ministers of Tourism, the United Nations Economic Commission for Africa (ECA) , alone or working with the United Nations Centre on Transnational Corporations (UNCTC), has undertaken an appraisal of the activities of transnational hotel management corporations operating in Africa. One outcome of this is now being submitted to the Conference for review and substantive comments before its finalization as a technical publication for owners of hotels managed by these corporations. The method used has been to match the first part of the document as necessary to the consultants t reports presented as "comments" extracted from prior work by the Conference, in an effort to make available to users some of the current opinions and experiences in these specific areas. Throughout the report, reference is made to documents submitted to the second meeting of the Conference in Kinshasa in November 1987. The report also stresses the technical assistance which has been provided to countries and hotel owners by the United Nations and, in Africa's case, by UNCTC and by ECA. Such assistance has been particularly useful in negotiating and following management agreements which bind countries and owners contractually to transnational hotel management corporations. Some countries have benefited, and some activities are under way.
