United nations transport and communications decade in Africa (1978-1988) : annual progress report, 1987

With only one more year to go before the end of the Decade, Africa continues to suffer under a debilitating economic crisis and, in common with other sectors, prospects for achieving the objectives laid down in transport and communications programmes remained d intended , the investment rate in Africa has been falling since 1980 and is now the lowest among developing regions. Thus, the implementation of the Decade programme promises to be far less than was planned. An analysis of the rate of implementation of the programme during the year by sub-sector shows hardly any improvement over 1986. with the largest number of projects at 234 the roads subsector showed a 64 per cent execution rate. In the railway subsector, the number of projects completed (16) remained the same as in 1986 and only one more than in 1986 under implementation.
