Statement by Ms. Jennifer Kargbo, Deputy Executive Secretary on behalf of Mr. Abdoulie Janne, UN under-secretary-general and executive secretary of ECA at the fifth international conference on federalism. Ms. Kargbo, on her remarks highlighted that the issues of equality and unity in large countries with diverse ethnic groups are key priorities and objectives under federal governments, which must ensure that every citizens participates fully in the governance process and benefits equitably in economic growth and development. Successful decentralizations require, at a minimum, political commitment and leadership, adequate financial resources and technical and managerial capacity for planning, budgeting, implementation and monitoring in state and local governments and above all citizens’ capability to engage with the state. this conference will deliberate and provide insights into how federalism can help countries deal with critical issues of natural resources management and control, conflict prevention and resolution, social justice, political governance processes as well as inclusiveness in the economic processes to ensure balanced growth, equitable distribution Economic Commission for Africa governance processes as well as inclusiveness in the economic processes to ensure balanced growth, equitable distribution of wealth, poverty eradication and sustainable development for their citizens.
