ECA Joint Conference of Ministers of Finance and Ministers Responsible for Economic and Social Development and Planning. The Ministers met at a key point in time in Africa's development history: a time of recovery and fragile growth; a time of globalization of trade, investment and financial markets ; a time of caution--due to the aftermath of the economic crisis in Asia and its contagion effects; a time when new analysis of Africa's development situation presents a way forward; and a time when Africa's development partners are seriously considering the resolution of Africa's debt crisis. Ministers take note of the need for solutions to the kind of financial crisis, which has occurred. Ministers agree that the financing gap towards meeting agreed poverty reduction goals are quite large, equivalent to 9 per cent of GDP on average. Ministers underscore that the need for more pervasive and effective reforms of debt relief undertaken by the international lending community does not diminish the need for African States to better manage their debts and to receive appropriate technical assistance in this task.
