The merger between ARCEDEM and ARCT: capitalization strategy

According to the terms of reference for this project, the re-capitalization of the merger between ARCT and ARCEDEM, the theme of this paper, is designed to serve as a background document for the forthcoming Step Three Committee meeting. The scope of the paper covers the resource requirements of the subsidiary and parent institutions and the means of paying for them. The report is organized into two parts. In chapter one, resource requirements are considered in terms of recurrent expenditures such as manpower and non-manpower cost, non-recurrent or capital expenditure, and the settlement of outstanding liabilities in the case of ARCT. Some highlights about the pre-merger state of resource constraint regarding the two partners to the union serves as a logical beginning for the main task of reckoning the resources and capitalization necessary to set the merger in motion.
