The goal of the peaceful world remains the paramount objective of the United Nations. Through a procedure of decision by consultation and consensus the Security Council has worked effect1ifely on many crucial and complicated questions and laid down guidelines for the settlement of highly complex political issues. There have been many local conflicts since the United Nations was established, and the fact that none of these has so far escalated
