Manpower and training problems of planning organizations

Aware of the vast economic and social distance, which separates their people from those of the industrialized countries, the independent governments of Africa have adopted planning as an instrument of policy to shorten this distance as soon as possible. development plans, varying in content, scope and degree of sophistication, have been formulated in about 20 countries, accounting for approximately 80 per cent of the output of goods and services in Africa (excluding the Republic of South Africa). these development plans recognize the urgent need for rapid industrialization and diversification of the economic structure. But neither in Africa nor in other countries is there so far a sufficiently clear comprehension of the prospects of economic transformation in Africa by the end of this century.
