Harmonization of postal tariffs in the PTA countries of Eastern and Southern Africa: harmonization of operational procedures in the PTA postal administrations

The over-all objectives of the strategy of the United Nations Transport and Communications Decade in Africa (UNTACDA) in the pursuit of the principal goal of independence, self-reliance and international co-operation among African States in the transport and communications sector is the harmonization of national communication regulations and the reduction, to a minimum of physical and non-physical barriers, to make the movement of persons, goods and services speedy and smooth. The achievement of this objective in the postal services subsector of communications is the main subject of this paper. The substance of the paper is based on a field study of four out of the 12 PTA countries which have already signed the treaty and is intended to assist the mapping of an approach to harmonized regulations, tariffs and operational procedures in the postal services of PTA, countries, with the accompanying aim of highlighting the role of the post office in PTA activities.
