APRM continental monitoring-evaluation & reporting (MER) system: final report

The African Peer Review Mechanism (APRM) Secretariat, has adopted RBM to measure and assess progress against its development agenda as outlined in its Strategic Plan. The aim is to create a systematic, simplified but integrated results-oriented, reliable and effective monitoring and evaluation(M&E) that links policy to budgets, implementation and results; that guarantees effective and meaningful implementation of development interventions plans, policies, programs and projects. The Continental APRM Secretariat Institutional Performance Monitoring Plan is rooted in a results framework that links strategies with results and outcomes that can be measured against agreed-upon targets and indicators to be achieved in the short to medium terms. The objective of the Continental Level Monitoring-Evaluation and Reporting System is to outline the essential processes and procedures necessary in managing an efficient and effective implementation of the National Program of Action (NPoA) and the Recommendations of the country Review Reports using robust tools and systems to provide reliable feedback in real-time or at regular intervals on the progress achieved towards the implementation of NPoA and other APRM Programs.
