The situation of disabled persons in Africa

The number of disabled persons in the world today is estimated to be 500 million and it is said to be increasing rapidly. It is further estimated that at least 350 million or 70 per cent of these disabled persons are to be found in areas of the world where services to them are least available. The fact that the disabled are handicapped and their capacity to fend for themselves in an increasingly complex world is negatively affected, does not make them any less entitled to the same rights and privileges as other members of their societies. The situation in Africa, is even assumed to be more serious considering the fact that disability is closely related to poverty as well as the level of development generally. The African Regional seminar which adopted the report of the African Regional Technical Meeting, came up with specific conclusions and recommendations, which were subsequently submitted and adopted by the Third Conference of African Ministers of Social Affairs in Resolutions 3(iii) and 4(iii).
