Second performance report 1984-1985: programme budget
ECA had enjoyed a steady increase in extra budgetary resources. This situation has changed imposing a heavy burden on the regular budgetary resources. Unfortunately, in the biennium 1984-1985, the economic conditions have not changed and the extra budgetary resources have continued to decline. To make the matters worse, this coincided with economic measures imposed on the regular budget resources by the Secretary-General.
