Self-evaluation of programmes in ECA

This is the second report on self-evaluation of programmes in ECA to be submitted to the ECA Conference of Ministers. As Was the case with the first one, this report is a summary of self-evaluation reports undertaken by programme managers specifically for their own use. As exercises in self-examination, each report presents a critical assessment of the implementation of mandated commitments, the relevance of the medium-term plan and the impact of the activities of the secretariat on the problems addressed in the Medium-term Plan (1984-1989) and now extended to 1991.
