Training and research requirements in the field of planing for children
In drawing up a national plan, it is necessary to search out concrete facts and to evaluate qualitative information. There has therefore been a hesitation up to now to undertake a study of the problems of children, since these problems are complex and have many ramifications. Nevertheless, various government ministries, despite economic difficulties, have budgeted large amounts of money for the welfare of children and their preparation for adult life.
