Towards self - reliance in the development of statistical manpower

Before the 1960's African statistical services were subsidiaries of the colonial countries1 statistical offices, and their main objective was to collect statistical data in specific fields and feed them back to the metropolis for processing and analysis. They thus served as executing, rather than planning and decision-making, services. Accordingly, the staff employed in them immediately following independence comprised essentially operational agents, most of them trained on the job.
