Considerations regarding the implementation of fisheries regulations

The present report is a contribution to the process of revision of the fisheries regulations of Angola that is being carried out under project GCP/RAF/302/EEC. It was prepared in the course of a mission that the consultant undertook to Dakar, Senegal, to the Headquarters of project in December 1994. This report is not a "traditional" document on the system of surveillance of fisheries of Angola. Instead, it records some of the discussions held in the course of the mission. It presents and explai ns, at the request by and on the basis of the needs of the legal consultant, a number of specific provisions and practices that are normally implemented in fisheries surveillance operations. Some of these are to be included in draft regulations. Most of them should perhaps be incorporated into a surveillance manual. Specific examples of surveillance problems are also given drawn from the experience of some West African countries where fisheries surveillance projects have been carried out. The re port also describes how some of the provisions of Fisheries Law N. 20/92 of Angola can be implemented
