Nació en Ambato el 28 de Junio de 1832. Secretario del Consejo de Estado – 1860. Diputado por Tungurahua – 1861. Administrador de Correos de Ambato – 1863. Secretario de la Cámara del Senado – 1865 – 1866. Oficial Mayor del Ministerio de lo Interior 1866 – 1867 Gobernador del Tungurahua 1873 – 1890 Senador por Tungurahua 1885.
