Informe que el Ministro de Guerra y Marina dirige al Congreso del Ecuador en 1888.
Por cuarta vez tengo á honra informaros sobre los asuntos del Ministerio de mi cargo, obedeciendo á prescripciones de la ley. Me honro también al proponeros las más esenciales reformas en el ramo de guerra, cuya conveniencia me parece indudable manifestada por los hechos y confirmada por los principios de justicia.
