Project in support of Cambodian natural rubber certification and marketing : mission report Cambodia, February 2007

The SOFRECO company was assigned to carry out a technical assistance mission by the Ministry of Trade of the Kingdom of Cambodia, under the terms of the services contract entitled "Consulting services for Cambodian rubber international certificate insurance and commercialization support", funded by Agence Française de Développement. This third mission in connection with this project had several aims indicated in the terms of reference. A specimen certificate has been drafted. It will have to be validated by the relevant bodies. Of the plantation laboratories, three can be accredited immediately (Chup, Chamkar Andong and Snuol), the one at Krek ought to be ready in May, after substantial support from CRRI. It was not possible to completely test the software intended for database management. It appears to be a very worthwhile tool for generating the data required for the statistical information sheet. As regards ISO 17025 certification, CRRI needs to make an effort in appropriating the quality system and in internal communication about the system. The day of tests organized during this mission showed that CRRI can analyse 60 samples (24 tons) per day, with minimum investment (a Kjeldahl for nitrogen analysis). That amounts to around 5,000 tons per year.
