Novos atores do desenvolvimento rural no semi-arido brasileiro : a critical view of the period fro 1997 until 2002

This paper analyses the emergence of new institutional stakeholders linked to new functions of rural development in a context of globalisation and State intervention reform in the Northeast of Brazil. Some of these functions are non mercantile and can be associated to the recognition of the multifunctionality of agriculture and rural spaces. Based on the monitoring of several projects of support for family farming in the Semi-Arid Northeast region this work identify the synergy, as well as, the conflicts between public policies and peasant logic and practises. These practices and strategies are revealed by the emergence of collective actions promoted by the new institutional stakeholders.
