O PRONAF e a nova modernização desigual da agricultura brasileira

The purpose of this article is to analyse and discuss the main problems faced by the PRONAF in the distribution of agricultural credit for smallholders, during the period of 1996 to 2001. The methodology used in this research rested mainly on the analysis of official documents and the available bibliographical references on the subject. The author concludes that the criteria that lead to the exclusion of the poorest family farmers are present in the programme's internal logic and the way it is put into practice. The practical result is the configuration of a "new inequitable modernisation process" in the Brazilian rural setting, contributing towards even greater social exclusion and regional differences in the country.
