Rubber development in Vietnam: current status and strategy for 2001-2010

In the year 2000, Vietnam has approximately 412,000 hectares under rubber, of which 231,500 ha are in tapping and a production of 290,800 tons, including 210,000 tons for exportation. Public sector that shares 291,300 hectares (70.7%) is consisted of state-run companies and provincial authorities and private smallholder sector occupied 120,700 ha (29,3%). The average yield is 1.4 tons/ha in the Southeast region and 0.9 ton/ha in highlands and coastal areas. In 2000, the rubber prices fell by 40 to 65% below the level of 1995-96 on the world markets and this dilemma created conflicting views on future directions for the expansion of rubber. Furthermore, strong competitions from other cash crops such as coffee, black pepper, fruit trees, cashew, etc. restricts the reservation of optimal lands to rubber. So, there is a shift of rubber toward the highlands and coastal region where environmental conditions are not as favorable as in the traditional zone of Southeast region. The rubber plan is to have a total of 500,000 hectares by 2010. The 100,000 ha of new plantations will set up mainly by private smallholder sector in the highlands and in the coastal region. In these sub-optimal regions, the rubber tree is considered as the core in the agricultural diversification program to improve and stabilize farmers' incomes in poor provinces, especially in areas unsuited to other crops. Rubber tree is environmentally suitable for the degraded uplands. To overcome the instability and the decline of rubber prices, mix-farming activities based on rubber cultivation, livestock raising, short-term and long-term inter-cropping were chosen.
