NARS as a Factor in Priority Setting

One of six papers submitted by TAC for discussion at ICW95 as part of the process of revising CGIAR priorities and strategies. This one deals with national agricultural research systems (NARS) and building NARS capacity as factors in CGIAR priority setting. It also discusses NARS participation in decision making and priority setting within the CGIAR.TAC notes a divergence of view within and outside the CGIAR as to whether centers should provide technical assistance to NARS, or build capacity (aside from ISNAR's support to research management) largely through research collaboration. The latter approximates TAC's current view.
