Mid Term Review of ICLARM, 1995

Mid term review of ICLARM conducted in January-February 1995 by a panel chaired by E. T. York. The document also contains an excerpt from the summary of proceedings at the CGIAR meeting in June 1995, a transmittal from the TAC Chairman and the CGIAR Executive Secretary, TAC's commentary, ICLARM's response, and a transmittal from the panel chair.The panel acknowledged good progress by ICLARM. There was still a need for strengthening scientific capacity at levels below the program directors, and strengthened management capacity. ICLARM should broaden its participation in intercenter activities, and expand partnerships with NARS and ARIs. ICLARM should continue to explore opportunities for a headquarters facility and agreement in the Philippines, and consider the technical issues involved in relating its strategy to the unique opportunity of the proposed site in Egypt. The CGIAR should provide stronger support to aquatic research, and to ICLARM, including unrestricted funds.TAC was pleased with progress, and recommended releasing the $1 million reserve held pending the results of the review.Agenda document at TAC 66 and the CGIAR meeting in May 1995.
