Fourth External Programme and Management Review of CIMMYT, 1997

External program and management review of CIMMYT conducted between June to November 1997 by a panel chaired by Graham Jenkins. The document contains an extract from the report of the CGIAR meeting of May 1998, a transmittal from the TAC Chairman and CGIAR Executive Secretary, TAC's comments, CIMMYT's response, and a transmittal from the panel chair. This was the first full external review of CIMMYT since 1988.The panel's overall view of CIMMYT was extremely favorable. The center had been able to recover from financial problems caused by local inflation and a reduction in CGIAR financing. Links needed to be improved, however, between priority setting and the allocation of resources. Active involvement of the board in strategy and priorities was required.The panel endorsed the ongoing transition from a program to a project approach to research management, and encouraged measured to increase synergy among projects. There was support establishment of a global monitoring system for rusts, and praise for use of molecular markers. CIMMYT was urged to take stronger NARS as full partners, and to offer specialist training to scientists from NARS generally as a means of enabling them to collaborate more effectively in advanced work. The panel recognized CIMMYT's strong leadership in IPR area as particularly valuable. An important contribution of the review and of CIMMYT's response was drawing attention to the need for full cost recovery in projects, given the increase in the proportion of restricted funding in the system generally.Agenda document at TAC 74, and the CGIAR mid term meeting in May 1998.
