First External Programme and Management Review of CIFOR, 1998

Report of the first external program and management review (EPMR) of CIFOR, conducted between October 1997 and March 1998 by a panel chaired by Jeffery Burley. The document contains an extract from the report of the CGIAR meeting of October 1998, a letter of transmittal from the TAC Chairman and the Executive Secretary of the CGIAR, TAC's comments, responses from CIFOR management and board, and a transmittal from the panel chair.The panel, TAC and the CGIAR were all positive about progress made by CIFOR in its first five years of operation. A number of recommendations were made, including the suggestion that the priority setting process should be more open and explicit, and the outputs of projects linked more closely to objectives. The board should be more involved, through its program committee, in priority-setting. The panel recommended expanding the board to strengthen competencies in the private sector, finance and management, and also familiarity with the CGIAR.In discussions at TAC 75, and its commentary, TAC called attention to the importance of sociological and economic research in relation to forestry, an area not specifically addressed by the panel. TAC called for expansion of attention to topics such as determinants of collective action, and patterns of social organization, in addition to the institutional and tenure pattern questions being addressed by CIFOR. TAC recommended that CIFOR and ICRAF undertake a joint strategic planning exercise.Agenda document at TAC 75 and the CGIAR meeting in October 1998.
