First External Management Review of ILCA, 1986

Report of the external management review (EMR) of ILCA, conducted in 1986 concurrently with the external program review. The panel chair was Lowell S. Hardin. The document includes transmittal letters from Hardin and from CGIAR Executive Secretary Curtis Farrar, and the response of ILCA's Board and management.The panel praised ILCA for improvement of its management and administrative systems, and overcoming problems found in the external review of 1981. It found, however, that the board's performance in the past five years was lacking in replacing the director general, strategic planning, monitoring and review of programs, and managing its own composition and organization. In particular there was a tendency to place members on the board as representatives of the areas of the zonal programs, rather than for their personal qualifications. The Secretariat suggested increasing the number of CGIAR nominated board members from three to four, and scheduling a new management review in two to three years to look particularly at board performance and strategic planning.This review was considered, with the EPR, at TAC 40 in July 1986 and at the CGIAR in November 1986. It was briefly revisited at TAC 43 in June 1987 and the CGIAR meeting of October 1987.
