Informal summary of proceedings of the twelfth meeting of the CGIAR at the World Bank in Washington, DC, October 27-29, 1976, chaired by Warren C. Baum. The report of the CGIAR System Review was discussed at length. The report was accepted as the Review Committee's report to the Group as a whole. The discussion produced clarifications, but no recommendation was rejected. The report would now be published and distributed.TAC Chair Sir John Crawford said with regard to nitrogen fixation that TAC recommended centers maintain collections of rhizobium appropriate to their crops; also that centers devote more attention to soil and water issues at the farm level. TAC had decided against recommending a separate international research center for water use and management. Sir John summarized TAC's dialogue with the International Soybean Resource Base (INTSOY) which was not seeking CGIAR funding. ICIPE did seek both direct support, and support for collaborative work with centers, a subject to be considered further. Sir John covered other topics on TAC's agenda: water buffalo, aquaculture, farming systems, and vegetables. TAC recommended the further extension of support to CARIS for one year beyond 1976. The Group agreed to commission a study of the feasibility of applying cost benefit analysis to research. It discussed the reports of Quinquennial Reviews of IRRI and CIMMYT.
