CGIAR Mid Term Meeting, Canberra, May 30-June 1, 1989: Summary of Proceedings and Decisions

Summary report of the mid term meeting of the CGIAR held in Canberra, Australia, chaired by David Hopper. Scheduled May 30 to June 2, 1989, but finished a day early. Australian Minister for Foreign Affairs and Trade, Senator Gareth Evans, addressed the meeting. TAC Chairman Alex McCalla reported on TAC 48 and on the ongoing review of non-associated centers for possible CGIAR support. Doris Calloway and Kamla Chowdhry had become the first women members of TAC. The Group decided to have the TAC paper on National Agricultural Research Systems and the CGIAR Centers revised and issued. Japan announced an increase in its contribution. The Group decided to retain the same format for the mid term meeting. Donors met in an executive session.The Group endorsed the medium-term plans of ICRISAT and WARDA. The Group considered the external program and management reviews of CIMMYT. The meeting reviewed the relations between FAO and the IBPGR and the location of IBPGR's headquarters. It was agreed that the CGIAR Chairman would appoint a committee to facilitate discussions between the two institutions. A first report from the CGIAR sustainability committee was discussed.The Group adopted a declaration of intent (Annex 1) to expand its mandate to include research on the utilization of renewable resources related to agriculture, and specifically research on forestry. TAC would report at ICW 1989 on mechanisms for providing the needed technical advice on forestry. As an interim action in the process of establishing a global vegetables research network, it was decided to consider a proposal for an African network at ICW. The Chairman would continue discussions with China and other interested parties on outstanding issues.Annexes include a Declaration of Intent on the Future Work of the CGIAR, the Report of the CGIAR Task Force on Biotechnology, and list of participants.
