CGIAR International Centers Week, Washington, DC, October 29-November 2, 1990: Summary of Proceedings and Decisions
Summary report of the annual meeting of the CGIAR held October 29-November 2, 1990, in Washington, DC, Wilfried P. Thalwitz presiding. M. S. Swaminathan delivered the annual Sir John Crawford Memorial lecture on emerging challenges to agricultural research and policy. The centerpiece of discussion was the TAC report on the expansion of the CGIAR. The principal decisions taken were:-endorsement of the concept of ecoregional activities within the CGIAR, and a request to TAC to elaborate their nature and mechanisms for carrying them out;-two entities, ICRAF and a new institute to be developed by a working group, would cover agroforestry and forestry respectively; including coconuts;-endorsement of support for vegetables research, with a final decision to await political developments involving China;-IBSRAM, IFDC and ICIPE were not approved for CGIAR support;-ICLARM would be considered for adoption by the CGIAR following external reviews;-support was offered to IIMI on an unconditional basis;-INIBAP would be supported as an independent entity, to collaborate with IITA; and-a decision on ITC was deferred pending completion of the Winrock International study of livestock in Africa.Five centers made program presentations, including a progress report on IFPRI external reviews. Nyle Brady made the final report from the CGIAR Committee on the IBPGR. A memorandum of understanding had been signed between FAO and IBPGR. The Government of Italy was willing to host IBPGR as an independent institution. The Group approved the report of a task force appointed to review the resource allocation process, and adopted its three principal recommendationsThe CGIAR heard reports from the CBC, CDC, and BIOTASK. IITA and CIAT received the King Baudouin Award for work on cassava mealybug. Center programs for 1991 were approved, and donor pledges recorded. Annexes: agenda and list of participants.
