CGIAR International Centers Week, Washington, DC, October 27-31, 1997: Summary of Proceedings and Decisions

Summary report of the annual meeting of the CGIAR held October 27-31, 1997 in Washington, D.C., Ismail Serageldin presiding. New Zealand, Portugal and Peru joined the Group. The Group adopted for the interim a draft Ethical Principles Relating to Genetic Resources, and endorsed a report from the GRPC. The IFPRI Director General reviewed the prospects for global food security by 2020. African Development Bank President Omar Kabbaj gave the Crawford Lecture on poverty in Africa.Much attention was devoted to impact assessment and evaluation, with reports from the IAEG, center impact highlights, and a World Bank comment. The Group asked IAEG for impact assessments linking agricultural research with the objectives of donor agencies, and also short statements to illustrate the importance of investment in agricultural research. It was agreed to promote an evaluation culture in the CGIAR.The Group received five reports on biotechnology as background for its discussions, which touched among other things on biosafety, scientific issues, and intellectual property rights. It agreed to add members from the South to its two expert panels, to maintain the free flow of knowledge from the CGIAR to the NARS, to abide by the highest standards of biosafety, and to seek advice on the complex legal issues. The CGIAR endorsed the broad directions of the System Review, and urged the panel to reach out, particularly to NGOs, women, and NARS.The funding plan for 1998, and the allocation of the World Bank contribution were endorsed. Countries of Central Asia and the Caucasus should be treated henceforth on the same basis as other developing countries. The research strategy for 1999 was given preliminary consideration, following the new decision cycle.There were reports from the GFSC, the cosponsors, the Oversight and Finance Committees, TAC, the NGO and Private Sector Committees, CBC, CDC, and PARC.
