CGIAR International Centers Week, Washington, D.C., October 30-November 3, 1989: Summary of Proceedings and Decisions
Summary report of the annual meeting of the CGIAR held October 30-November 3, 1989 in Washington, DC, David Hopper presiding. The World Bank announced the selection of Wilfried Thalwitz, vice president for Europe, the Middle East and North Africa, to succeed Mr. Hopper as CGIAR Chairman. Jacques Diouf delivered the annual Sir John Crawford Memorial Lecture on agricultural development in Africa.The TAC chair reported progress on the proposed expansion of the CGIAR and the review of ten candidate centers. The Group noted the steps taken by TAC to define how forestry should be incorporated in the CGIAR mandate. It agreed that forestry expertise should be added to TAC.. The Center Directors reported their consensus on criteria to be applied where possible to decisions about expansion of the System (Annex 2).Alex McCalla in association with FAO would monitor developments based on the review of the TAC Secretariat. The Group endorsed the revised terms of reference for external program reviews proposed by TAC. The TAC Chair reported on various matters taken up at TAC 49 and 50. Nyle Brady reported for the ad hoc committee to facilitate negotiations between the FAO and the IBPGR. A memorandum on FAO-IBPGR relations following their separation had been drafted. The committee would work with an IBPGR board committee to review location of the center. The CGIAR endorsed the main themes of the report of its Africa Task Force. It heard a report on the second meeting of its Biotechnology Task Force. The Chair of the CBC said that centers had been asked to give three year terms to board chairs.The Group approved medium term plans recommended by TAC for CIMMYT, ICARDA and IRRI. Three committees were created to examine resource issues: resource allocation; any mismatch between center needs and available funds for 1990; and the implications of any significant change in available resources.
