Third External Program and Management Review of ILRAD, 1991-1992
External program and management review (EPMR) of ILRAD, started in December 1991 and finished in April 1992 by a panel chaired by John E. Vercoe. The document also contains a summary of the CGIAR discussion of the review at a meeting in October 1992, a transmittal from the TAC Chair and the CGIAR Executive Secretary, the TAC commentary, ILRAD's response, and a transmittal from the panel chair.The panel found that ILRAD had a world wide reputation for excellent science. If there was a problem it was moving toward application of the results. The panel recommended greater cooperation but not merger between ILRAD and ILCA. It agreed with the pursuit of a vaccine for theileriosis in view of the likelihood for success, and minimal attention to treatment for this disease. A five year horizon was suggested, after which there could be a reassessment if a vaccine was not achieved. Immunization against trypanosomiasis was less likely in the short run, so the emphasis on drug treatment and trypanotolerance was endorsed. The panel strongly welcomed the new socioeconomics program. It recommended establishment of an animal ethics committee to develop biosafety guidelines.The board was urged to expand its expertise beyond the scientific and technical fields. Staff should be diversified by inclusion of more professional women, and reduction of the predominance of British nationality. The review was also considered in connection with the discussion of livestock priorities at the CGIAR meeting in May 1993.Discussed at TAC 59, and the CGIAR meeting in October 1992.
