Technical Advisory Committee Twenty-Second Meeting, 3-10 July 1979: Draft Report
Draft report of the twenty-second meeting of TAC, 3-10 July 1979, held at ICRISAT in Hyderabad, TAC Chairman Ralph Cummings presiding. In accepting the TAC priorities paper, the CGIAR meeting of May 1979 had requested further elaboration about the place of factor oriented research, particularly plant nutrition research, in the CGIAR system. TAC requested its Secretariat to prepare a comprehensive paper for consideration at TAC 23. TAC decided to consider CGIAR questions about its proposal for an international tropical vegetable research center after its general discussion of institutional alternatives for implementing CGIAR objectives, also planned for TAC 23.IARC programs and budgets were reviewed. A $10-12 million shortfall below the amounts requested by IARCs was foreseen for 1980. It was agreed to reduce the gap through consultation among center directors, TAC, and two secretariats. TAC forwarded the report of its mission to ILCA to the center's director with a request for program committee and board comments by TAC 23. Criteria for scheduling quinquennial reviews intended to expedite delivery of review reports to the CGIAR and improve links to center program and budget formulation were discussed with center directors and approved. TAC approved plans for a quinquennial review of IBPGR, and in joint session with center directors, reviewed the progress of the stripe analysis of off campus activities. Recent developments in the aquaculture programs of FAO, ICLARM, SEAFDEC, and UNDP; were discussed. TAC decided to form a working group to address; issues raised by an IDRC survey of water management research and training needs. After discussion with center directors, TAC decided to keep arrangements for subcontracting IARC research to NARS on its agenda.
