Technical Advisory Committee Sixty-Fourth Meeting, 20-26 June 1994: Report of the Meeting

Report of TAC 64 held in Bouaké, Côte d'Ivoire, June 20-26, 1994, Alex McCalla presiding. Mr. McCalla reported that he had revised his paper on structural adjustments in the CGIAR under resource constraints in response to concerns of CGIAR Chairman Serageldin that the earlier draft might harm his effort to rebuild financial support. TAC decided to defer preparation of the implementation plan for this paper pending completion of planned stripe reviews and the outcome of the CGIAR Chairman's proposals to revitalize the system. TAC asked two of its standing committees to advise on ways to apply Mr. Serageldin's proposals for an activities matrix as a framework for CGIAR funding.TAC selected IITA to receive the King Baudouin Award, to be announced at ICW94, for research on black sigatoka resistant plantains and advances in musa genetics. After reviewing the draft strategic plan and indicative MTP for ILRI, TAC concluded that the debate on livestock in the CGIAR had been concluded and the board of the new center was set to operate. TAC encouraged ILRI to collaborate with NARS and others at the regional level, and with ITC, CIRDES, and other institutions on trypanosomiasis research.The chair of TAC's Standing Committee on Priorities and Strategies reported on plans for preparing the next report on this topic. TAC reviewed center responses to a background paper on the CGIAR review process, looked forward to donor inputs, and identified important issues to be incorporated in a further draft. TAC raised a number of issues for consideration by center directors in revising a draft paper on information management in the CGIAR. TAC prepared a commentary on the external review of IIMI, urged the center to develop a strategic research agenda, and said IIMI was well placed to develop a systemwide effort on water management.
