Technical Advisory Committee Fourteenth Meeting, 14-18 October 1976: Draft Report
Report of the fourteenth meeting of TAC held at ICRISAT in Hyderabad, India, 14-18 October 1976. It was the last meeting at which Sir John Crawford presided. TAC accepted its role as spelled out in the CGIAR system review. The committee discussed its participation in setting priorities within and between IARCs in case of funding shortfalls. It decided that arrangements for collaboration between centers should be initiated by the centers themselves, recorded, and placed on file with the CGIAR secretariat. Dr. P. J. Dart of ICRISAT presented a paper on biological nitrogen fixation describing work at various centers. TAC decided that centers should maintain collections of rhizobia appropriate to their crops and set up pilot operations for training purposes. In response to a paper prepared at Sir John's request by the FAO, TAC recommended an increase in resources devoted by centers to soil and water engineering, and to the study of soil water storage and crop water use under field conditions. A proposal from INTSOY was discussed, and scheduled for future consideration.TAC endorsed the report of the CIMMYT Quinquennial Review Panel for submission to the CGIAR. Members discussed breeding for wide adaptability and the roles of national programs. The meeting summary contains various comments on the report.TAC discussed the proposed collaborative arrangements between ICIPE and several centers, and the program and budget of ILCA which had caused concern to some CGIAR donors. It agreed to the initial activities of a new working group on farming systems research. It decided to keep aquaculture on the agenda, and to ask a consultant to refine its water buffalo project in view of limited donor interest. It heard reports on planned quinquennial reviews of CIP, CIAT and IITA, coconut and post harvest research, FAO implementation of CARIS, planning for vegetable research, and a proposed directory of CGIAR members' support to agricultural research.
