Second TAC Quinquennial Review of IRRI, 1982

Report of the Second TAC Quinquennial Review of IRRI, including transmittal letters from panel chair A. Blumenschein to TAC Chairman Guy Camus, and from Camus to CGIAR Chairman Warren Baum, TAC comments and recommendations on the review, and the comments of the IRRI Board of Trustees. The report was discussed at TAC 27 and 28, and presented to the CGIAR at International Centers Week, November 1982. TAC's principal recommendation based on the review was continued, but slower, growth for IRRI. The review examined the impacts of IRRI rice genetics, physiology, and soil science on rice production in several Asian countries. Economic and social impacts of newly introduced IRRI technologies in terms of income generated, and the lives and livelihoods of rice growing farmers and communities were considered as well. The reviewers recommended extending and strengthening off-campus activities and collaboration with national programs in rice producing countries in Asia through a variety of formal relationships. IRRI was urged to update the interpretation of its mandate to reflect such elements as the relationship between basic and applied research at the Institute, IRRI's role in maintaining the world rice germplasm bank, and its responsibilities to regions outside Asia. Some activities could be decentralized to national rice programs given the growing capacity of a number of Asian NARS. The reviewers suggested that IRRI serve as a facilitator in promoting cooperation among national programs. Upland rice required special attention. There were additional recommendations concerning each of IRRI's research program thrusts: Genetic Evaluation and Utilization; Control and Management of Pests and Diseases; Irrigation Water Management; Soil and Crop Management; Environment; Production Constraints and Consequences of New Technology; Cropping Systems; and Machinery Development.
