Second External Program Review of IFPRI, 1991

External program review of IFPRI conducted in 1990, concurrently with an external management review, by a panel headed by Ali Khusro. The document contains a summary of the discussion of both reviews by the CGIAR meeting in May 1991, TAC's commentary transmitted by the TAC chair, IFPRI's response to both reviews, and a transmittal from the panel chairman. The review contains the assessments and recommendations of the EMR.The review was conducted in the aftermath of a major upheaval at IFPRI involving the departure of the board chair, director, and director of finance and administration. The major finding was that in spite of the management crisis, IFPRI remained one of the world's leading institutions in its field, clearly suitable for continued CGIAR support.The discussion centered on management issues. Among several detailed recommendations in this area, the EPR panel concurred with the need for a deputy director of IFPRI for research and development. The panel also recommended improvements in the program, including a more formal training component, and generally strengthened effort at building capacity in developing countries. A new program on natural resources and the environment should be created. It was time for IFPRI to address gender issues, and build them into the research program. TAC stressed the need for IFPRI to develop a formal strategic plan, and encouraged more formal efforts to measure the impact of IFPRI's research.Agenda document at TAC 53 and the CGIAR meeting of May 1991.
