Second External Program and Management Review of ISNAR, 1991

External program and management review of ISNAR conducted in mid-1991 by a panel chaired by John Lewis. The record also contains an extract from the report of the CGIAR meeting of May 1992, a joint transmittal from the TAC Chairman and the CGIAR Executive Secretary, commentaries by TAC and the CGIAR Secretariat, ISNAR's response, and a transmittal letter from the panel chair.The report suggested that ISNAR, while doing work important to the goals of the CGIAR, was undertaking a range of tasks that exceeded its size. It urged greater selectivity in the future, and recommended increased funding. The TAC Chairman said that ISNAR's role as a research based service needed clarification. TAC would consider a request for an increase during review of ISNAR's medium term plan. The panel recommended expanding both staff and board expertise in management science. It warned the center against introducing too much formality as management systems were strengthened.ISNAR accepted all 17 of the panel's recommendations except the creation of a program committee smaller than the full board. ISNAR announced an increase in the size of the board from 12 to 14 members. A current study of possible relocation to a developing country was noted.The report was discussed at TAC 56, and endorsed by the CGIAR at its meeting in May 1992.
