Second External Program and Management Review of ICRAF, 1998

Transmittal from External Program and Management Review (EPMR) Panel Chair Jochen Heuveldop. ICRAF's evolution from a information agency/advocacy council into a full fledged IARC with a field presence in Africa, Latin America, and Southeast Asia. Organization of ICRAF research into five global programs: Natural Resources Strategy & Policy, Domestication of Agroforestry Trees, Ecosystem Rehabilitation, Systems Evaluation & Dissemination, and Capacity and Institutional Strengthening; and six regional programs in Southern Africa, Eastern & Central Africa, Humid West Africa, the Sahel, Southeast Asia, and Latin America. Consistency of ICRAF's research program with its mission. ICRAF program planning, priorities, and strategy, with Panel recommendation for an updated Strategic Plan integrating its regional programs. Achievements and impacts of ICRAF research, with indications of farmer adoption of stall feeding, zero grazing, improved fallows, domesticated tree species, and biomass transfer technology; legal and policy reforms benefitting the rural poor in a number of countries; and dissemination of ICRAF research methods to agricultural research institutes. Quality of science and collaboration between biophysical and social scientists, with Panel identification of post harvest technologies and extension of policy research to all regions represented by ICRAF programs as areas requiring increased focus.
