Second External Management Review of CIAT, 1989

External management review of CIAT conducted in 1989, concurrently with an external program review, by a panel chaired by Vijay Vyas. The document contains a transmittal from the Executive Secretary of the CGIAR, and a letter from the Chair of the CIAT board. The substance of CIAT's response is found in the board comment on the EPR. There is also a letter of transmittal from the panel chair.The panel noted that after a long and difficult process, CIAT had attained international status in Peru. It recommended extension of the principle of participatory management, and suggested that the incoming director general examine the management structure for possible changes. Appointment of a Coordinator of Research Support, to supervise biotechnology work and other services, was recommended. Two recommendations in human resource management were completion of a training needs assessment, and creation of a system of individual performance planning and evaluation. Noting an improvement in financial management since the last review, the panel urged an increase in working capital, and investigation of debt conversion operations.
