Relationships between CGIAR Centers and National Research Systems: Issues and Options

TAC response to a request from the CGIAR at ICW 1990 for analysis of CGIAR centers' relationships to national agricultural research systems (NARS). After considering the broader context in which centers seek to build NARS capacity, it defines two forms of assistance: one "catalytic assistance" which depends on strengthening relationships among institutions, and one "research assistance" which involves direct provision of expertise and funding. The second form is deemed to be controversial.The paper suggests three different ways for centers to provide research assistance, and asks for Group guidance on them. It also asks for guidance on whether and how the centers should seek to involve national research institutions more broadly in international research.Agenda document at TAC 54 and the CGIAR Mid Term Meeting, May 1991.
