Concerns are expressed over EU food and feed controls
The United States Department of Agriculture (USDA) posted a briefing on EU feed and food controls in March 2003 which expressed concerns over the trade implications. It highlighted the importance of articles 14.2514-25 on the controls on the introduction of food and feed from third countries. It noted that EU regulations require 'third countries to have the same or equivalent controls in place in order to ship to the EU', with the EU auditing national controls where equivalency agreements are concluded. It pointed out that 'third countries will be required to have control plans available, similar to those foreseen for the member states, in respect of the products they export to the EU. These plans will form the basis for EU audits in third countries which will either verify compliance or equivalency of third-country legislation and systems with EU food and feed law, and EU animal health legislation'. For products where experience has shown that hazards may occur specially designated and equipped inspection posts will be established through which imports must pass. Comment: While the impact of the regulations will vary depending on the methods of implementation adopted from sector to sector, overall these new regulations would have significant cost implications for ACP suppliers. In addition by delaying the delivery of products to the market place, these measures could reduce the value of the product at the final point of sale. This needs to be seen against the background of reform of the CAP which is systematically reducing EU market prices. The likely impact of the EU's harmonised and more comprehensive approach to food and feed controls will need to be carefully evaluated in assessing the future value of any market access arrangements negotiated under EPAs.
