Comparison of the EU and Harbinson proposals
On February 13th 2003 the European Commission released in tabular form a comparison of the EU and Harbinson proposals for moving forward with the negotiations on agriculture. The memo highlighted in particular: the discrepancy in the approach to tariff reductions for agricultural products, with the EU favouring an average cut of 36%, with a minimum cut of 15% and the Harbinson proposal calling for average cuts of between 40% and 60% with a minimum cut of between 25% and 45% depending on the current levels of tariffs; the EU's desire to maintain the special safeguard measure rather than have it abolished at the end of the implementation period; the EU's unwillingness to increase tariff-rate quotas to 10% of the domestic market and to reduce quota tariffs; the EU's unwillingness to accept the complete abolition of export refunds instead of a phased reduction by 45%; the EU's desire for tighter disciplines for state-trading enterprises, export credits and the abuse of food aid; the EU's desire for the full maintenance of the blue box provisions, rather than their reduction; the EU's desire for the elimination of the 'de minimus' loophole rather than its reduction by 50%; the EU's desire for full duty-free access for all LDC exports to developed country markets.
